People have to consider where their path is going to take them before they take the first step.  Young people, especially, must think about the long run and how their decisions are going to impact where they will end up many years from now.  That is a challenging thought to many of them because they are not used to thinking in abstract formations and using their imaginative powers to place themselves in a setting many years ahead.  If they will consider in IT career, they will find that the demand for them will remain strong no matter where they decide to live.
